Rep. Topper Introduces HB100

Harrisburg The Pennsylvania Coalition of Nurse Practitioners (PCNP) thanked Representative Jesse Topper (R-Bedford) Tuesday for his leadership on expanding access to quality health care across Pennsylvania. Rep. Topper introduced House Bill 100, which modernizes the state’s professional nursing law, on Monday.


“We are extremely grateful to Representative Topper for his continued support for patients. He has been an advocate for quality health care in his district and across the state throughout his career,” said Lorraine Bock, President of the Pennsylvania Coalition of Nurse Practitioners. “Everyone agrees that Pennsylvanians deserve the highest quality care no matter where they live. It’s time for our state law to catch up.”


The bill is especially important for rural patients and other underserved communities.


The Pa. Rural Health Association endorsed HB100 on Tuesday. The full endorsement letter is attached.


“Nurse practitioners are well positioned to alleviate the primary care shortage in rural communities,” wrote Shelba Scheffner, President of the Pennsylvania Rural Health Association. “They are twice as likely to practice in rural areas compared to physicians, and nurse practitioners in states with full practice authority are more likely to practice in rural areas than nurse practitioners in states like Pennsylvania without full practice authority.”


Other endorsers include AARP Pennsylvania and the Hospital & Healthsystem Association of Pennsylvania. 


HB100 will expand access to quality health care by eliminating an outdated mandate that nurse practitioners acquire business contracts before they can serve patients. This mandate artificially inflates the cost and red tape required for NP practice. The policy of removing this mandate is called full practice authority and has been adopted by 22 states and the District of Columbia.


HB100 is the House companion to Senate Bill 25.
